The Research Center for Enhancing Local Cultures in Asia was set up in 2002 to promote "The 21st Century COE Program" for the next five years. "The 21st Century COE Program" was launched by the Ministry of Education, Culture, Sports, Science and Technology. This program is focused on graduate schools that include doctoral programs in addition to other educational institutions. By supporting the formation of worldwide research educational centers, this program aims to promote the establishment of world-class universities.
